Summary

We Energies New Construction Pilot Program offers incentives to the owner or designer of a nonresidential building/addition that achieves 20-40% greater efficiency than given baseline. Projects must be within We Energies' Wisconsin service area, and must be verified complete by December 16, 2008. Incentive applies to new construction, additions to existing buildings, and renovations of nonresidential buildings when affected area is at least 20,000 square feet and is currently out of compliance with the Wisconsin Commercial Energy Conservation Code (Comm 63). In addition to equipment purchasing incentives, accepted projects may also receive technical assistance, which can involve assistance in the design process, reviewing plans and construction documents, assisting with research and product selections, analyzing energy savings, and verifying installation and operation of measures. Design incentives are also available to help offset the costs of developing energy efficient designs. Depending on the scope of the construction project, We Energies will assign the projects to either the Basic Approach, Advanced Buildings Approach or the Comprehensive Approach. The Basic Approach provides lighting incentives worth $0.15 per square foot of gross lighted floor area for meeting Benchmark efficiency, plus $15 to $30 for lighting controls, and a per ton rebate for chillers. The Advanced Building Approach provides the same level of incentives as the Basic Approach, plus $0.02 per annual kWh saved and $200 per summer peak kW reduced. The Comprehensive Approach awards $0.02 per annual kWh saved plus $200 per summer peak kW reduced. Measure Incentives calculated to be greater than $40,000 per project require special approval and may be limited based on case-by-case evaluation of the project. Other incentive limitations may apply.
