The City of Port Angeles Public Works & Utilities offers a low-interest loan to its residential and commercial customers for energy efficiency improvements. The loan, offered along with a number of rebates, is available for duct- and air-sealing, increased insulation, window replacement, and heat pumps. All improvements must meet the City’s Material & Installation Specifications. The interest rate for this loan is the federal discount rate for primary credit plus 2%, and is subject to change without notice. The City guarantees the loan in exchange for the low interest rate through an agreement with a local lender. Fees are negotiated by the lender on a case-by-case basis. You must have the approval of the City of Port Angeles and the approved lender prior to beginning the project. In addition to offering this loan, the City of Port Angeles Public Works & Utilities also offers energy efficiency rebates for commercial and residential customers.
