Summary

This bill requires Vermont's Public Utility Commission to allow ground mounted photovoltaic net metering systems of 25 kilowatts and less to qualify for expedited registration. The Commission shall allow these systems to use the expedited registration before the rules are updated. This bill also allows municipal bylaws establishing setback requirements to apply to a net metering system that is 25 kW or less in size that has been registered with the Commission as part of the expedited review, however, setback requirements cannot be more restrictive than those applied to to other development in the municipality. The bill also allows customers to retain ownership of the environmental attributes of energy generated and any associated tradable renewable energy credits. If the customer retains the attributes, it will reduce the credit provided for electricity generated.
