Energy Efficiency Standards for State Facilities

Summary

On September 20th, 2022 NY Governor Kathy Hochul signed Executive Order 22: Leading by Example: Directing State Agencies to Adopt a Sustainability and Decarbonization Program. It established the Build Smart 2025 program. This program built on the original Build Smart NY program created by former Governor Andrew Cuomo in 2012 through Executive Order 88, which sought to increase energy efficiency in state buildings by 20% by 2020. The Build Smart 2025 program requires the collective reduction of site energy use by 11 trillion British Thermal Units by 2025 from a 2015 baseline by all affected entities. Affected Entities are, any agency or department over which the Governor has executive authority, as well as all public authorities for which the Governor appoints the Chair, the Chief Executive, or the majority of board members, except for the Port Authority of New York and New Jersey. This includes the State University of New York and the City University of New York.

Each affected entity must work with the New York Power Authority (NYPA) to achieve their allotted portion of the overall savings target for state operations. Affected entities may consult the BuildSmart 2025 Program Guidelines for types of projects and programs to undertake, including master planning, O&M program development, participation in demand response and similar programs, submetering, LED lighting, and other projects that reduce energy consumption and enhance building efficiency.
