North Shore Gas - Commercial & Industrial Prescriptive Rebate Program

Summary

Commercial and industrial customers can get prescriptive rebates when they install qualifying steam traps, pipe, valve and fitting insulation, boiler reset controls, demand-controlled ventilation, commercial kitchen equipment and other energy-saving items. New equipment must be installed and old equipment removed. Only new products that meet the energy efficiency specifications listed on the application qualify. Complete terms and conditions can be found on the application form.

If customers are interested in energy efficiency upgrades not covered by the prescriptive rebate offering, they can apply for custom incentives. Energy advisors and engineers will work with the customer and/or customer's designated equipment vendors to calculate potential energy savings for proposed projects. Financial incentives will be offered for individual projects based on projected energy savings. Customers must be prequalified before equipment is purchased and projects begin.

Equipment Requirements:
  • Steam Traps — Testing, Repairs & Monitoring
    • Steam Trap Testing — Seasonal space-heating traps may only be tested Sept 15–Mar 31 and when outdoor temp ≤50 °F; traps must be tagged/numbered and surveyed; testing frequency limits apply (12–36 months by trap type).
    • Steam Trap Repair/Replacement — Eligible only for malfunctioning traps leaking steam (failed open); survey approval required before ordering parts for space-heating traps; not valid for failed-closed or plugged traps.
    • Steam Trap Monitoring System — Must track number of traps, trap type, operating pressure/temperature, ambient temperature, trap condition, date/time, application, and location; customer must maintain system ≥3 years and commit to repairing failed traps; system must be pre-approved.
  • Insulation — Steam, Hydronic, DHW, Tanks & Dry Cleaning
    • Pipe/Fitting/Valve Insulation — Add to bare pipe uninsulated ≥12 months (replacement doesn’t qualify); installed insulation must be ≥R-3 (R-2.9 allowed for DHW); fittings/valves <½″ NPD that straight insulation can cover count as pipe; fittings (except flanges) and valves must be removable/reusable; steam/hydronic insulation measures assume 4,000–6,500 annual operating hours.
    • Steam Pipe/Fitting/Valve Insulation — Size by nominal pipe diameter per table (requirements above also apply; condensate return fittings/piping exclusions noted in application).
    • Hydronic Boiler Pipe Insulation — Size by nominal pipe diameter; fittings not eligible (requirements above also apply).
    • Domestic Hot Water Pipe Insulation — Size by nominal pipe diameter (requirements above also apply).
    • DHW/Condensate Tank Insulation — Installed to manufacturer guidance; must serve eligible systems.
  • Space-Heating Boilers (Equipment)
    • Hot Water Boiler — AFUE or fuel-to-water efficiency ≥88% (≥300–≤2,500 MBH: ≥88% F2W; >2,500 MBH: ≥88% F2W; <300 MBH: AFUE ≥88%); rebates based on installed new boiler capacity not exceeding existing; redundant/backups ineligible.
    • Steam Boiler — Forced draft, modulating; ≥82% fuel-to-steam efficiency; 300–<2,500 MBH: ≥82% F2S; ≥2,500 MBH: ≥82% F2S and ≥3 firing rates; boiler capacity used ≥80% for space heating (not process).
  • Central Steam Boiler Controls (Multi-Family)
    • Boiler Averaging Controls (Dual-Pipe & Single-Pipe) — Sensor counts by building size (max 12 in >48 units; ≥5 or 25% for 13–48 units; ≥4 for ≤12 units); no existing averaging controls capable of night setback; include OAT cutout and program ≥5 °F setback for ≥8 hours/day; staging required for multi-boiler plants; installs on two-pipe require pre-approval; buildings with radiator thermostatic controls not eligible.
  • Burner/Boiler Plant Measures
    • Conventional/Condensing Economizers — Recover flue heat to preheat boiler feed water; applicable to HVAC space-heating boilers (or process boilers for year-round versions) as specified.
    • Linkageless Controls — For existing space-heating boilers with single-point positioning; must allow optimal air settings across multiple firing rates; not for plants with ≥5 boilers; cannot combine with a new-boiler rebate; new burners must modulate and have separate actuators for fuel valve and air damper.
    • O2 Trim — Must be paired with linkageless controls; adds exhaust O2 sensor and PID controller to closed-loop combustion control.
    • Shut-Off Flue Damper — Commercial atmospheric boilers/furnaces only; damper must be electrically or thermally activated and installed on exhaust flue or combustion air intake; barometric dampers do not qualify; exhaust diameter ≥8″.
    • Condensate Recovery System — Space-heating steam systems with failed condensate return; project may include pumps/tanks/valves/pipes; n−1 eligibility for multi-boiler plants; pre-approval inspection required; must move from 100% waste to ≥80% returned.
    • Blowdown Heat Recovery — Space-heating steam boilers with deaerator and no current recovery; recover heat via heat exchanger and/or flash tank to preheat make-up water/provide low-pressure steam to deaerator; n−1 eligibility for multi-boiler plants.
  • Thermostats & Terminal Controls
    • Smart/Programmable Thermostats — Install in conditioned spaces >65 °F; programmable units cannot be installed at time of HVAC replacement; require ≥5 °F unoccupied setback; programmable: 7-day schedules, ≥10-hour power-loss retention, manual override or timer/occupancy; smart: must automatically establish schedules from device inputs; in multi-family, in-unit installs allowed (some requirements relaxed for in-unit smart models).
    • Wireless Pneumatic Thermostats (WPT) — Replace existing pneumatic thermostats with new wireless DDC system; include direct digital-to-pneumatic control for VAV, FPB, reheat coils, fan coils, radiant heat; use custom app if cooling via absorption chiller.
    • Thermostatic Radiator Valves (Multi-Family) — Retrofit only; install on existing hydronic or steam radiators; self-regulating (no power); two-pipe/hydronic: valve head throttles flow as temp rises; one-pipe steam: install on air vent to limit air and steam; system must be recently balanced.
  • Demand-Controlled Ventilation (Non-Kitchen)
    • Space-Heating DCV — Add CO₂ sensors to return air to modulate outside air based on occupancy; must be on systems without existing sensors; sensors communicate with economizer or central computer; terminal reheat systems and enclosed parking garages not eligible (apply custom for garages).
  • Space Heating & Specialty Equipment
    • Furnace (Common Area/Business & In-Unit) — AFUE ≥95%; condensing furnaces require sealed combustion with outdoor intake/exhaust; install chimney liner when replacing atmospherically drafted furnaces that shared a flue with a gas water heater; follow flue-closure protocol if chimney abandoned.
    • Condensing Unit Heater — Rated thermal efficiency ≥90%.
    • Infrared Heater — Must have electric ignition.
    • Direct-Fired Heater — Must comply with indoor air-quality code requirements.
    • Dedicated OA / Make-Up Air (DOAS/MUAS) — Heats 100% OA; input >225,000 Btu/hr; condensing thermal efficiency ≥90%.
    • Space-Heating Energy Recovery Units — Existing AHUs only; during heating season, operate ≥2,000 hours; gas-heated spaces; average exhaust temp ≥65 °F (if >85 °F apply custom); rebate basis on sensible heat and on the lesser of supply/exhaust CFM.

    • Gas Storage Water Heater (<75 MBH) — UEF ≥0.67; ≥30-gallon tank.
    • Gas Storage Water Heater (≥75–<400 MBH) — TE ≥88% (≥400 MBH apply custom).
    • Central Domestic Gas Water Heater (Lodging) — UEF ≥0.67 or TE ≥88%; ≥30-gallon tank.
    • Central/Indirect Water Heater (Multi-Family) — TE ≥88%; indirect units must pair with a modulating hot-water boiler rated TE ≥88%.

  • Hot Water Recirculation
    • On-Demand Circulating Hot Water Pump — Retrofit buildings running 24/7 recirc with no aquastat/timer; NG DHW required; controller must keep pump OFF unless (a) loop return temp drops below setpoint AND (b) central DHW flow is present.
  • Laundry — Ozone, Dryers & High-Speed Washers
    • Ozone Laundry — Facility must use NG boiler or water heater for hot water; equipment must be new and added to an existing system; ozone introduced via Venturi injection or bubble diffusion; replacements/upgrades of existing ozone systems not eligible; only listed facility types qualify (large hotels >250 rooms and some others must apply custom).
    • Modulating Commercial Gas Clothes Dryer Retrofit — For 30–250 lb dryers lacking modulation; retrofit must add a modulating gas valve with ≥2 stages; cycle-count minimums apply by facility type.
    • High-Speed Commercial Washers — Facility must have NG hot water and NG dryers; must replace washers with ≤100G spin; minimum daily cycles and minimum spin speeds of 200G or 400G depending on category and facility type.
  • Building Envelope & Air Distribution
    • Dock Door Seals — Heated buildings with winter setpoint ≥55 °F; seals must close all gaps between building and trailer (incl. hinge gap); brush/whisker seals may supplement air seals but do not themselves qualify.
    • Destratification Fan — Install in conditioned spaces with ceiling height ≥20 ft; HVLS fan with variable-speed drive; only for facilities without nighttime heating setbacks; minimum fan diameter ≥14 ft.
  • Commercial Kitchen — Ventilation & Heat Recovery
    • Demand-Controlled Ventilation (Kitchen Exhaust Hoods) — New or retrofit controls that vary ventilation with cooking load/time of day; make-up air must be NG-heated to ≥55 °F; control system requirements apply per application.
    • Kitchen Exhaust Heat-Recovery Grease Trap Filter — Grease trap filter + heat exchanger on constant-flow exhaust; plumb to DHW to preheat incoming water.
  • Commercial Kitchen — Food Service Equipment
    • Convection Oven — ENERGY STAR® or Fisher-Nickel, Inc. qualified.
