In September 2009 New Jersey opened the Renewable Energy Manufacturing Incentive (REMI) program, which provides rebates for homeowners and businesses that install renewable energy system components manufactured in New Jersey.* At present, the incentives are limited to photovoltaic system components -- modules, inverters, and racking systems -- but program managers intend to expand the program to cover eligible wind and bio-power equipment in the future.
There is no specific size limitation on eligible projects, but incentives are limited to the first 10 kilowatts (kW) for residential systems and the first 500 kW for non-residential systems. However, the program is designed to supplement the existing New Jersey Solar Renewable Energy Certificate (SREC) program.* Currently, in order to receive incentives applicants must apply through one of the SREC program, thus any limitations and any equipment, installation, and design standards that apply to the SREC program also apply to the REMI. In addition, since the program is funded from the state System Benefits Charge (SBC), it is only available to customers of New Jersey's electric distribution utilities that pay the SBC (Atlantic City Electric, Jersey Central Power & Light, Public Service Electric & Gas or Rockland Electric Company). Incentives are only available to new applicants, not those with completed projects or those with projects that have already been accepted into the SREC program.
Total incentives range from $0.05 - $0.55 per watt DC, depending on sector, system size, and the type(s) of eligible equipment incorporated into a system. The tables below summarize how incentives are calculated for different systems.

Incentives for each possible component are calculated separately; thus a 10 kW residential installation could receive a total incentive of $5,500 ($0.55/W) if it was constructed using eligible panels ($0.25/W), an eligible inverter ($0.15/W), and an eligible racking system ($0.15/W).
In order to qualify for incentives, equipment must be made by a program certified manufacturer. This certification requires that at least 50% of product cost be associated with facilities located on New Jersey. In addition, all panels and inverters must be UL compliant; racking systems must be ASCE compliant; and all components must be commercially available to the public. Manufacturers will be subject to annual on-site visits to demonstrate that their product(s) meet and continue to meet the compliance tests for program certification.
A total of $1 million is available for incentives under this program during 2011, subject to change according to the funding needs of other state renewable energy incentive programs. Please consult the program website or use the contact information below for further information.
*The former Customer On-Site Renewables (CORE) rebate program offered bonus incentives for New Jersey manufactured equipment. The CORE program was replaced by the REIP rebate program and the "bonus" incentives now exist as the separate REMI program. The REIP subsequently closed to new solar applications beginning in 2011 so the program now complements only the New Jersey SREC program.
